The mission of the Chief Eugene Petty Police Accountability Committee is to promote transparency, accountability, and public trust through constructive collaboration between the community and the New Castle City Police Department. Acting in an advisory capacity, the Committee supports professional, equitable, and community-focused policing by reviewing policy, training, and administrative practices, while encouraging evidence-based recommendations and meaningful public engagement.
House Bill 206, signed into Delaware law on August 7, 2023, established statewide requirements for Police Accountability Committees (PACs) as part of broader police accountability and professional standards reforms. The law requires law-enforcement agencies to establish a PAC that operates in an advisory capacity. The legislation and related POST guidance encourage diverse community representation within PAC membership, including faith-based leaders, individuals impacted by the criminal justice system, and other community stakeholders.
