Citizens who are not satisfied with an experience they had with a New Castle City Police Officer are encouraged to immediately make contact with the on-duty patrol supervisor. In the event the patrol supervisor is not available citizens may make contact with the on-call staff officer.
If a patrol supervisor can’t be reached, citizens are encouraged to send an e-mail to Police@newcastlecity.delaware.gov. Members of the command staff have immediate access to that e-mail. If a complaint is not answered within 24 hours residents re encouraged to call 322-9800 and ask for the on-call staff officer.

Should any complaint warrant a formal investigation, citizens will be required to fill out the complaint form below. The complaint form can be hand delivered to NCPD or e-mailed to the Internal Affairs Officer @ keith.dempsey@cj.state.de.us.
Once the complaint has been received you can expect the following:
- All parties involved will be formally interviewed by the investigating officer. (All interviews will be recorded.)
- If the results of the investigation sustain any misconduct, the officer shall be appropriately disciplined within established guidelines. The officer may elect to have the matter heard by a Professional Standards Board comprised of officers selected by the Criminal Justice Council. If a trial board is selected, the complainant will be required to testify.
- Upon conclusion of the investigation, the complainant will be given the results.
- If a criminal complaint is alleged, the matter will be referred to the Department of Justice, Division of Civil Rights Public Trust.
